
As the investigation continues, Norfolk Police Department announced the first arrest connected to a street takeover on May 17 in West Ghent.
Detectives and Fire Marshals charged Isaiah A. Duncan‑Simmons, 19, of Virginia Beach, with disorderly conduct and carelessly damaging property by fire.

According to police, multiple calls came in around 8:20 p.m. that Sunday reporting a large crowd, along with cars speeding and driving recklessly, at the intersection in the 1000 block of Redgate Avenue near Greenway Court.

Duncan‑Simmons was arrested on May 20 in the 4000 block of Starwood Arch with assistance from the Virginia Beach Police Department.
NPD said officers proactively track and monitor car meetups and street takeovers, respond in real time, and conduct follow‑up investigations to identify and charge those involved.
The department is asking for the public’s continued cooperation and urges anyone who recognizes individuals connected to the incident to contact Norfolk Police.
