Gloucester man prompts Sheriff to issue shelter-in-place alert

Yesterday, a 32-year-old Gloucester man on the loose prompted the Sheriff’s Office to issue a lockdown alert for people in certain areas of the county.

Around 11 a.m. GCSO released a photo of Robert Paul Rosell Jr. stating he was believed to be on foot and considered armed and dangerous. People in the area of Lowneyville Lane and Pinetta Road were asked to shelter in place.

Until now, GCSO hasn’t provided details about the incident that caused them to hunt for Rosell, but, in an update amid the search, police revealed that Rosell was wanted for possession of a firearm by a convicted felon and brandishing a firearm.

Hours after the first alert, at 2:40 p.m. GCSO announced Lowneyville Lane residents could move about because Rosell was not believed to be in that area any longer.

But GCSO also said “a weapon was recovered at the scene that we believe was used during the incident.” And police said residents should be alert as Rosell was still considered dangerous and potentially armed.

Later in the evening, GCSO reported that Rosell was taken into custody without incident, but declined to offer further information.

When the shelter in place order was first announced, GCSO said Rosell was wearing either a white or green shirt and blue jeans. The message added, “Please be aware that Mr. Rosell Jr. could be changing clothes.”

In the photo, the GCSO released announcing his capture, he was shirtless.

Rosell is currently in Northern Neck Regional Jail facing the convicted felon firearm possession charge and the misdemeanor brandishing charge. At present, his status, is listed as bond denied, but he has a court appearance scheduled for May 1.
