Police negotiate peaceful surrender of armed man barricaded in Caroline

On Thursday, authorities spent hours trying to negotiate a peaceful resolution with a Ruther Glen man who allegedly barricaded himself in a home after shooting at a woman.

Around 1 a.m. that morning, a “frantic” woman called 911 and claimed amid a verbal altercation with 45-year-old Shane Stevens, she fled to her vehicle and tried to leave, and he fired a handgun at her, Caroline County Sheriff’s Office reported.

The woman, who wasn’t named also reported that, in addition to being armed, Stevens was wearing a bulletproof vest.

When deputies arrived at the residence on McBryant Road, Stevens was reportedly barricaded inside, and CCSO reported said he made statements to deputy M. Wilcox confirming he was armed and would not surrender peacefully.

The home was secured, a perimeter was established, and police assisted two additional people in leaving the home.

Virginia State Police, Spotsylvania K-9 officers, and CCSO negotiators responded to the scene.

According to CCSO negotiators made contact with Stevens and worked to de-escalate the situation. At approximately 5:30 AM—nearly four and a half hours after the initial call—Stevens exited the residence and was taken into custody without incident.

According to CCSO, when a search warrant was executed on the residence, they seized a Glock 40, two extended magazines, and a bulletproof vest.

Stevens is charged with possession of a firearm by a violent convicted felon and attempted malicious wounding and has additional charges pending.

Stevens was also found to have outstanding warrants in both Caroline and Louisa for probation violations.

He’s currently being held at the Pamunkey Regional Jail without bond.

“This was a highly dangerous and unpredictable situation, and I could not be prouder of the professionalism and courage displayed by our deputies, negotiators, and the Special Emergency Response Team,” said Sheriff Scott Moser. “I want to thank the Virginia State Police and the Spotsylvania County Sheriff’s Office for their quick response and assistance. This peaceful resolution is a direct result of coordinated training, teamwork, and the CCSO’s unwavering commitment to protecting lives.”
