Driver identified & 2nd arrest made for fatal hit-and-run crash in Henrico

Henrico Police announced the 2nd arrest linked to the fatal March 22 hit-and-run crash at the intersection of Airport Drive and Audubon Drive.

What allegedly began as a high-speed chase in New Kent ended with the crash in Henrico claiming the life Luis Fernando Cac Caal, 29, of Sandston.

On the evening of May 19, Samarion Ty’shon Seymour, 20, of Norfolk, turned himself into the Petersburg Bureau of Police.

During the course of the investigation, Henrico Police and investigators from the New Kent County Sheriff’s Office determined Seymour was the driver of the Cadillac CTS that crashed killing Cac Caal.

In Henrico, Seymour was charged with manslaughter, felony hit-and-run, and felony eluding.

In New Kent, additional charges are pending for Seymour.

Additionally, Henrico Police said they’re continuing to search for additional people of interest in the hit-and-run crash.

Just hours after the crash, Henrico made the first arrest, 18-year-old Tony Lamont Roberts Jr., of Hopewell, who was taken into custody by Hopewell Police Department.
