A 28-year-old man is being held without bond in Rappahannock Regional Jail after three alleged incidents of sexual misconduct within a short timeframe on March 29.
Fredericksburg officers were dispatched to a scene where a man was reported to be exposing himself to Girl Scouts who were selling cookies. According to Fredericksburg Police Department, a patron instructed the man to leave, and he rode off on his bike before officers arrived.
At J. Brian’s Restaurant, the same man approached an employee and asked if he could assist her with her effort to put up a flag. While helping her, FPD said he grabbed her butt. He was ordered to leave while still requesting to speak with the female. But he eventually hopped on his bike and, again, left before officers arrived, FPD said.
In the third incident, the man went to a coffee shop downtown. While sitting next to two female customers, FPD said he began masturbating in a manner clearly visible to the general public.
In each of the incidents, witnesses described the suspect as a Black male with a beard and longer hair riding a bicycle.
FPD said Terrence Bernard Graham was apprehended within close proximity to the three incidents and was confirmed to be the suspect. Graham, who has no fixed address, according to FPD, was then arrested.
He is currently charged with indecent exposure, public masturbation, and sexual battery.
