Conspiracy to Commit Racketeering
According to the Feds, RTC is a criminal enterprise that “functioned as a continuing unit from at least 2020 until the time of the indictment.” Murder, robbery, assault, drug trafficking, identity fraud, straw purchasing, and the illegal use of firearms were involved in running that operation.
All the defendants except Behrle face this charge.

Attempted Murder in Winston-Salem, NC
Bethancourt was allegedly the leader of RTC’s Virginia set. On January 20, 2021, he and Hunter-Gray were en route to Atlanta but stopped in the Winston-Salem area for a “mission.” Those two and other RTC members allegedly shot and attempted to murder two individuals identified only as B.D.M. and C.D.C.
Bethancourt and other RTC members then allegedly “buried and caused to be buried” the guns used in those attempted murders in Reston, VA. That included a Glock 21 Gen4 .45 near Wanzer’s residence, the indictment alleges.
Broward Co., FL Robbery
On August 24, 2021, Hunter-Gray, Bethancourt, and others with RTC allegedly robbed A.A.N. in Broward County at gunpoint, and Hunter-Gray pistol-whipped that individual.
Gum Springs Murder
Bethancourt and others began looking to kill D.D. on July 4, 2021, for disrespecting a deceased RTC member. After driving around D.C. that day and not finding D.D., the Feds allege they shot at a group of unknown people.
In June 2022, Bethancourt threatened D.D. via social media. Two days later, on June 18, 2022, Bethancourt, Hunter-Gray, and others used a stolen black Charger to go to Gum Springs in Alexandria and shot and killed D.D.
Drug Trafficking
From 2020 until indicted, all the defendants except Behrle were allegedly involved in the possession and distribution of fentanyl.
The indictment includes a list of drug transactions, including the dates, quantities, and defendants involved. For some of those transactions, the defendants reportedly had guns that have been seized.
Bethancourt, Wanzer, and Corry were also using money transfer services and mail to send drug money.
Identity Fraud
Between May 2022 and July 2023, Bethancourt, Wanzer, and Hunter-Gray allegedly conspired to obtain “false identification documents” for use in RTC criminal activity.
The indictment outlines a list of instances linked to this allegation, including one on Oct. 6, 2022, involving Wanzer giving a photo of herself to an “individual” for a fake ID document.
Straw Purchasing
According to the indictment, Lambert had an “individual” buy him a Glock 27 Gen4 .40 in April 2023 and a Century Arms Micro Draco in May 2023. Both were allegedly for drug trafficking.
Conspiracy to Possess Fentanyl
All nine defendants were part of a conspiracy to distribute fentanyl in the Eastern District of Virginia and elsewhere from 2020 until indicted, the Feds allege.
