Loudoun charges former deputy with sexual battery of an inmate

Loudoun County Sheriff’s Office announced one of its former correctional deputies, 43-year-old Yesenia Jusino Ramos of Mount Wolf, PA, has been charged for touching an inmate inappropriately and delivering contraband to that inmate at the Loudoun County Adult Detention Center (ADC).

LCSO stated that the charges follow a comprehensive investigation and consultation with the Commonwealth’s Attorney.

The inmate explains

In an interview with The Epoch Times, the inmate at the center of these allegations claims Ramos subjected her to “sexually invasive pat-downs” when pat-downs weren’t required. She alleges Ramos tried to entice her into a relationship and gave her a vape pen.

The inmate, whose name was withheld, said Ramos offered to bring in anything she wanted as long as she kept in mind Ramos had authority to take it away at any time. And she said Ramos was sliding letters under her door.

According to the Epoch Times story, authorities have the letters, which were “partially sexual,” and they have security camera footage of inappropriate physical contact.

Prompt attention?

The Sheriff’s Office said Ramos was placed on administrative “immediately” when these allegations were reported. But this claim appears to depend on what authorities define as “reported.”

The inmate told the Epoch Times she made a report through an online form based on guidance from the Prison Rape Elimination Act posters hanging around the ADC. Right after, she was placed on 23-hour lock down, but no one talked to her about her claim for two weeks, she said.

After more attempts to make a report, a mental health worker visited her cell, and she said she shared the letters from Ramos. The mental health worker, said the matter had to be reported. Still, nothing happened until there was a shakedown and guards found the vaping device, she explained.

At that point, she again shared the letters and said she was told they would be given to the right person.

LCSO said the charges against Ramos are for actions that she’s accused of during the period of August 8, 2023, to August 13, 2023. The Sheriff’s Office also confirmed that the article Ramos is accused of giving the inmate is a vaping device.

Neither at ADC

LCSO also withheld the victim’s name but confirmed she has been moved from the ADC. According to Epoch Times, she is serving time for a probation violation on an underlying conviction of credit card fraud.

The Sheriff’s Office stated Ramos’ employment was terminated on September 20.

Ramos is scheduled to appear in court on December 12 for charges of sexual battery and delivering an article to an inmate.
